Creating Login and eCommerce

I am looking for a programmer to create a login page, allow for reoccurring monthly debits through [url removed, login to view], and set up the eCommerce side of the page. The customer will be mailed a product every month and I need a "opt out" function included so that the customer will remain on the billing cycle, but just not be billed that month.
The design of the page is already completed. I just need the dots connected.
I would eventually want a CMS of either joomla or wordpress.
