Business Proposals writing

Hi All, I am looking for a long term collaboration with a freelancer who can design,draft and write a proposal. The time needed would be at least a couple of hours per week for one or two proposals. For the proposal I will only give an outline and structure of the content and the freelancer needs to write the content to engage the audience, creatively and effectively. I will also give a general idea of the outline of how the content should be written but the freelancer would need to do the writing. The writing has to be engaging and captivating as well as professional. The contents will be around Business, one type of proposal is around Learning and Development Business and the other content is around SME Internationalisation. The freelancer needs to have experience with writing proposals in the consulting arena and show some evidence of it before we start the collaboration. The collaboration will be of at least one year on the basis of two hours minimum per week on average. The proposals have to be then drafted with company logo, with designs on the background and pdf.
