Your assumption is correct, AutoCAD does allow you to scale your drawings changing all your dimensions at the same time simply by altering one. I would use AutoCAD 2016 to produce the drawings for manufacture for you. Some more about me I'm a mechanical engineering student at Victoria University Melbourne (originally from NZ). I've spent many years in workshops as a welder and trade assistant and think that may give me a better understanding of your project compared to other AutoCAD designers who may never of held a tool in their life.
