Creation of an Expert Adviser for Metatrader 4 Platform

I am looking for the creation of an expert adviser for metatrader 4. I have a complete written set of parameters that I can send to the programmer which includes all specifications for everything that I would like included in the EA. I would also require a NDA signed and received prior to release of my specifications. The ea is to be fully automated which includes the basics such as opening, closing, Risk tolerance/ money management, take profit and stop loss based on money management. There will be pre set parameters and user input parameters that would negate the money management features. There will be GmtOffset required time functions that will automaticly sync with Broker "UtcTime". Stealth settings are also required for the broker. There is on screen requirements also. I can give full details upon contact with included screen shots and ideas I can assist with. All the specifications will need to be tied into the strategy which will also be sent to the programmer upon acceptance. I would also need to know about cost upgrades as the metatrader platform is upgraded to MT5 in the future. I would also like the ability to control the end users ability to use the adviser. A unique number that is tied to the users live broker account and can differentiate between demo accounts and live accounts. I am basically trying to limit the license usage for the end user. I would also like the ability to have control on the back end of this function and am open to suggestion for this. This would be web based.
