Code for some commands for Urban Terror game

Unfortunately within my Urban Terror (urt) 4.1 server there is really only two things that can be banned. The players IP address and their GUID (unique number code in a file within urt folder). The problem is both can be easily changed. I have a person that is meant to be permanently banned but has one of those applications that can change your IP completely. So he can show up in England, then USA then Australia, Then China and so on and my server isn't any wiser so he cannot be banned. There are a few current commands which I have installed (forcecvar, spoof, sendclientcommand) which you can find them here ([login to view URL]) and here ([login to view URL]). These allow me to perform a few commands like changing names, speaking as them, killing themselves, invisibility and other things. However I wish to be able to perform their console commands to change cvar values (located in [login to view URL] file) which one could be changed to be unique. With this I would then use b3(bigbrotherbot) to ban that unique cvar value which you would also need to create. In example because it's not entirely easy to explain: If I dropped down console (tilde key) and typed /cg_bobroll 1 then bobroll would activate normally. I want a RCON command to be able to perform so I could also do it to any player I wish such as: /rcon c_say [client] cg_bobroll 1 c_say would be the command that is added. I am not sure how much work this would require and I cannot spend too much on this. I have used someone but unfortunately he's a bit busy at the moment so I thought I'd see if anyone else would be able to with a reasonable price. This work is preferred for someone that knows the game Urban Terror as well as Bigbrotherbot. It's not essential to know it but you will need to download it (it's a free game I can provide you with link for download) as well as obviously b3. I would provide you with my source code for you to edit. Feel free to ask anything further. Also don't just ask for more information say what you need to know. P.S Urban Terror is a Quake 3 mod so if you have any experience with that then great since it's essentially the same code.
