We can agree first in the solution concept. Then I can develop a prototype for testing and finally the complete solution. My first proposal would be a windows desktop application based on forms. The used can select the dataset, for example by selecting a csv or similar type of file with the data. The user will see the data and have options to apply the four algorithms on the data. The tool will open a new form with the solution to the algorithm and the user will be able to save the results. (1) 1R algorithm, the user can select 2 separate csv files with the training and test sets. The solution can also show the detail of the classification rule based on the test set, and show statistics with the accuracy of the classification results. (3) Regarding hot deck imputation for missing values we can implement several ways to select the "hot deck".
