Converting tabular data into visual artwork - SharePoint 2010 list to creative pin board

We have a list that is displayed on a home page that is pulling 6 items from an announcements list. We want to convert this into a pretty pin board that is more appealing for the end user. Effectively it will display for pieces of information - an icon, the title, a snippet of the data and a read more style link of text (in which the text could potentially be customised). We are willing to make changes to the announcements list, and would anticipate such an event in that we would want the ability to add a full scale image for displaying the announcement when opened which would not be the same as the icon. Please see attached for the design work done, and this will give you a good understanding of what we are looking for. A high quality vector file of all images will be provided to the winning freelancer. This is something that we could do this internally but we are trialling the outsourcing model, and would be interested in finding good web dev's with clean code to work with on an ongoing basis.
