Build Teensy/Arduino Keyboard USB to USB remapping device -- 2

Need: I require a USB device that accepts usb input device, and allows me to remap specific keys to a different characters. Example: When a user types the 5 key, the 5 key will output a 'j' in the user's operating system. Usage Case: I can plug in a usb numpad, and remap specific keys to different characters. Software packages do exists that have this functionality, but I want a hardware solution.
