It is not possible for all 3G/LTE modems to read list of available LAC/CID or current connected LAC/CID. And MS Windows does not provide generic way to request this values. But some modems support AT commands to read this parameters. And I need to know model of your modem for ensure reading this values. Also depending on MS Windows versions (Win10 for example) lock modem virual COM port every time by Mobile broadband service. And one way to read LAC & CID via AT command it is temporary stop service, request parameters and start service again. But reading list SSID of visible WiFi networks, prepare and send AJAX request based on this information to Google Geo IP is not too difficult. And I can write application with c++ or c# which do it. I have 15 years of experience of programming for windows using Delphi, 10 years C/C++, Java and 6 years for linux using C++, Python. PHP. About 6 years of using Qt framework with C++ (Qt Creator) under Windows & Linux and C# under Windows P.S. Sorry but my English not too good.
