Background, Emblems, And Theme Alteration Design

Ok so we have a website in the works that uses a magento platform for the shopping software.
We have a logo created here by someone on freelancer. Unfortunately this person decided to bail before completing the project. We paid him and he went missing all of a sudden without completing the job so we are back looking for someone else.

What we need:::
THE BACKGROUND DETAILS
The background you see on the site is just something we pulled off the net to see what the site looks like with a background and does not belong to us so its not what we want to use. Our theme of the site is a half water half fire style theme to fit our branding. We would like someone who can creatively create a background using water and fire that will really make the site stand out. Personally I picture kind of a left side water and right side flames and they collide in the center with smoke coming out. Not to sure how it would look on the site though as we really want to try and keep it as clean looking as possible but with some kick to it so we need someone creative. And the file size needs to be kept really small to prevent loading problems.
THE EMBLEMS
We would like a couple emblems for things such as "Free Shipping" "Ships in 24 hours" "1 year limited warranty" and "30day money back guarantee". Really need these emblems to have the wetflame feel to them and blend with the sites looks.
THE THEME FILES
This part should be very simple. We have the psd files for the theme so if you look at the website you will see the blue bars on the menus and footer of the page. These files are pulled from our theme and we need the colors of these bars to be altered to the wetflame theme so they all work together to give that feel of fire and water. The can remain solid with granite style unless you can do better but the color to work well with whatever background you come up with. Since we have the psd files it should be a simple re-rendering of colors and would work just fine.
Please do NOT overbid. We are working with a very limited budget and we have already been screwed over three times on here by crap people who take milestones and run so our original budget for this has already been depleted on three separate friggin occasions so now we are dipping into other budgets to get this done.
The only real thing your creating from scratch is a background. Everything else has psd files or examples so this job is not as big as it looks so again please keep bids reasonable or they will be ignored!
