I propose an extremely simple, but eye-catching and easy to recognize logo. I'll start with a simple font (for example Euphemia). I'll write the word "THE" on one line and right below the word "CITIZEN". The alignment of the text is left. So, as the word "THE" is shorter, I would extend the bottom horizontal line of the "E", to match the word below in length. I believe it is very important to integrate the human being in this logo, since it's about the citizen. So, on the extended line previously mentioned, I'd like to include a simplified walking man silhouette. The logo would have white text and red (the color you requested) for the rectangular background. I already made a quick example of this proposal. Please contact me if you'd like to see it.
