Infact, 90% of the projects done so far are in ASP, which includes simple dynamic page to complex ecommerce related websites. Membership creation is fine as per the information you have provided. But it is not clear the role of each level. When the user is in level 1 ie. learner. What he is learning? is he learning how to sell his service through this website? or something else.
