Build a Website from scratch for my Tech New and Help site idea

Hi, I need a fresh new website designed and developed for my upcoming site, where I will be posting help and informative topics on all tech related stuff, like computers, mobiles, etc... I will need a website that is optimized for speed, yet elegant looking for a news/help posts based tech site... I already have the domain name registered, but will need you to setup everything else from wordpress to any other customizations that will be required. Below are some of the things that are in my mind currently for adding to the site features: 1. As its going to be a help site, I will need a button where it will show if I am online and available for chat (I will need an option where it allows me to go online or offline for chat), and others should get the indication if they happen to be viewing any page at that time. 2. I will need a suggestion page where people can suggest topics that they would like to see posted on the site, and a mail of the same has to reach the pre-designated email ID (similar to a contact form) 3. Author Bio's, Multi level nav-bar, good slider, sharing features, post commenting via FB and Disqus, Search options, subscription options for feed, an area for conducting weekly polls, and other useful and necessary widgets and features to be added to the site design... 4. Strategic Ad placements, and adding of tracking/analytic features is a must. Well, these are the necessities for the site... Any other features that you think good and necessary for the site should also be considered or suggested while providing the quote. I will need you to design, develop, and even host the site for me (I already have hosting plans ready, just need you to assist) and give it to me in a working state...
