Company Website re-design

We are a company in the sector of architecture and virtual photography and need a redesign of our existing website. The current website is CMS-based (WP) and should be updated in terms of look&feel and technique. The current website size is about 15 pages in total, which should be then migrated (content) to the new website. We prefer a Solution which would be based again on WP with the integration of some easy to use Content Editor (e.g. Visual Composer). No standard templates can be used, but MUST be programmed from Scratch in order to achieve a unique design and meet all the project requirements. The candidate we are looking for should be not only experienced in terms of programming skills but also have strong visual and design skills. Before you begin with designing and coding the Website we would require from you to see a few design proposals in order to define the appearance of the future site before you begin coding. The Site must be responsive and coded smartly, keeping in mind that even big images should fit perfectly on mobile devices as well as on small and big screens. Furthermore, by adding a plugin such as WPML the Website should have the capability to be multilanguage but at the same time still easy to maintain when editing content.
