Create custom responsive cPanel-design (even based on x4 and x4mail? otherwise cleanpanel)

Build a branded cPanel theme based on cleanpanel (from [url removed, login to view]) or even on x4 and x4mail (although its in Alpha) to our colors and look & feel.
It needs to be responsive or as responsive as possible.
We will provide you with our own look and feel in which environment this cPanel will be used.
We do need to have it in three different versions but with only a very slight variation:
1) One that would be "full" cPanel (all regular features),
2) One in which we could take away the features we may not want to show our customers, they include locale-changing, theme-changing, cron jobs and all database access (incl PHPMyAdmin etc).
3) One in which the hidden features would be greyed-out, such that clicking them will take the user to an upgrade page.
Our general requirements are:

- No frameworks except jQuery are allowed.
- All styles should be in separate CSS-files. Inline CSS is a big no-no!
- The code should be neatly indented and well commented
- Names of variables and functions need to be clear and understandable
- Use tooltips based on jQuery cluetip where appropriate. Clarification is always a good thing.
