Add dropdown menu using pure CSS to Wordpress site

We are currently looking to expand our core of regular offshore developers for various projects we are working on. We've found the best way to do this is to run a simple, fixed price project like this, and treat it as an audition for a longer-term engagement.
In addition to your response for this fixed-price project, please also quote your proposed hourly rate for 10 and 20 hours per week ongoing work (tracked through Freelancer).
*The Job*
Our customer has a custom Wordpress theme, that has never used submenus in their header, with the CSS normally reading:
#header .wrapper nav > ul > li > ul.sub-menu {
display:none;
}
I have temporarily updated it to read:
#header .wrapper nav > ul > li > ul.sub-menu {
float:left;
background-color:red;
}
at [login to view URL] so you can see the submenus display.
*Requirement*
The requirement is to develop a pure CSS, SEO-friendly, solution to present the submenu options as a drop-down menu when the user hovers over the main menu item.
Your code will be reviewed by our existing developers before implementation, so you'll need to document your proposed changes. Nothing fancy, just documenting what lines you want to add where.
Note that the header has a transition effect as you scroll down which will need to be catered for with your proposed CSS changes.
Please ask any questions through the process.
