Build a Platform Based Website

I want to create an online platform based blog where writers can earn money by writing content. The content they will write will be shown in a separate blog type page. The idea is very similar to bubblews (site is shut down now). Basically users signup on our blog through their email or facebook account and then they can stat writing content on our blog. Each and every post has to be approved by the admin before it shows in the blog. So we need an advanced admin panel where we can also add more admins in future. There should be an user dashboard where the users can see their information, including their profile photo and the number of posts they write. There will be a filed called "Your Earnings" where users can track their earnings. The earnings of every user is to be calculated by the number of views they get on their posts, say $0.01/view. There will be a minimum threshold of 20$ before users can withdraw their money through paypal, stripe or wire transfer (more on that later). The view tracking system is to be built very professionally and there shouldn't be any loop whole such as sending bot traffic from sites like hitleap or addmefast scripts etc. The site should be extremely professional looking and we also need an iOS and Android App for this platform.
