Build a Webpage that can act as a search engine for a collection of legislative documents

We have a backlog of legislative documents in PDF, Page Maker, Word Perfect formats. The documents are Bills, Notice papers, Votes & proceedings, Petitions, and ACTS. We want a search engine that can yield akin to Windows, results that show files contain searches like "constitutional amendments" "extra judicial killings" or the name of a legislator
