Build a crime library website

I am looking for a highly professional web developer, with proven results, to design a online crime library catalogue website. Please read the brief below carefully before applying for this project. I will only contract those with proven results. About the project: TheCrimeLibrary is an online directory for serious ‘category 1’ offenders from around the globe. T.C.L will hold an archive of murderers and other serious offenders from around the globe. It will be used by professionals in the legal industry, educational institutions and also members of the public. The Project is to include: - Mock ups of website design - Full website design; Around 15 pages (details to be discussed further), powerful modern web design i have examples of websites that already have the design we are aiming to achieve, - Advanced Features; Contact Forms, Payment/subscription options, integrated payment methods, case file pages that include downloadable documents and videos,Facebook and twitter integrations, google integrated maps,Advanced Search options with filters, alerts, newsletters, mailing lists, api integrations, members only features and personalised members dashboards on their login portal (see member login portal below). - Online administrator portal where we can upload cases directly to the site and easily edit, upload images etc. Each case is to have its own unique reference code. - Graphic logo design; Full logo design including favicon design. - Members login portal; where members can access their own personal dashboard, to buy and manage their subscriptions, view and update their details, clients can choose what cases interest them the most and they will be able to see a ‘recommended for you’ cases that are on our website, save cases, send off support tickets and also request cases to be uploaded to the site. - On project completion, the website is to be uploaded to my hosting account. The project will be an ongoing project. I am happy to subcontract people or work with a sole freelancer who has the right skills.
