Develoyment of BLE Beacons Proximity Marketing Nearby notification platform

Hello, I am looking for a developer to deploy "Near Notification proximity marketing" service using Eddystone format beacons that can run on both android and iOS, preferably an existing solution that can be tweaked (because I am on a low on budget and do not have funds to develop a new solution) to configure the beacons (we acquire from our supplier) on my privately hosted server. Objective: Use the beacon technology and program the beacons which could send the signals to all Bluetooth activated Android phones and broadcast the promotional message to all the customers with the details about their personal website, Facebook page or it could be anything they want. No App is required for this and message should arrive in the user mobile notification area directly with notification sound, vibrate or anything. The range of the beacon should be decided by the user. An Affiliated program should be also designed for the beacon buyers from the websit with admin dashboard(client) and super admin backend Features: -Admin panel to assign the beacons to own admin panel -Admin panel will assign the beacons to customer panel depending on the number of purchase -Once beacons are assigned user will login to their panel -Put the URL and message to be broadcasted to the devices in the range -Add URL, Add message and save the settings -Bluetooth On/Off capability to save the battery and stop broadcasting message when not required -Take back the authorities from the users when it's being missused -Managing beacons for all the customers -Geo-Fencing -Campaign analytics & much more -Customer access control in the form of monthly subscription via API or voucher code. I intend to distribute the beacon proximity service using affiliate marketing system that will be built by a different developer (hence there will be some form of collaboration) as both aspect of the project have to communicate with each other.
