I have already done this type of projects. If I get this project, I'll first all create a DB struct which is the most important step. The structer will hold the basic roots which can be later extended for a full ERP system for any educational system. The front end will be a basic one build on Java. The backend will be maitain on MySQL DB engine. And the db transactions would be done via PHP scrits (for mataining security).

Can make it in Java, sure, but one question : where do You want to keep database? In my opinion it should be (for example) in Microsoft SQL Server. It is better than files in all respects. Unless Microsoft SQL Server can not be a solution. Application can be done in C# also, it does not matter for user (so it is Your choice). Best regards.

I worked two years for programming Java applications in JavaFX framework. I will ensure our app to work with the database, which I will do. To create the program, I need complete information about what do you want to store in program.

This project is build on core java using my access or mysql data base connectivity for storing data and generating report as per your preference. And this half of the students database already I had done. Report will be generated through GUI even layman can generate it. No need to understand background process.
