Create CSS and javascript front-end from Illustrator design

We want to have a design that we made in Illustrator developed into CSS and Javascript (HTML5) for the front end of our website. We provide the design you provide the CSS, etc. All well documented, our developers will use this to modify our website.
The design should be fully made in CSS, no pictures used (unless a picture is really necessary of course or if a photo is used). Use of Google web fonts, FontAwesome for icons (already in the design) and the rest will be created by CSS (a few exceptions).
Three page designs, one simple, two a bit more complicated, more detailed.
Retina (Hi-DPI) friendly, so special routines for using high-res pictures or normal pictures should be included. Pictures are used to show products or persons, all GUI is in CSS (95%), so scalable.
Responsive (actually adaptive) design, 6 widths to be constructed. Phone, tablet, computer, so touch enabled as well.
Leftright scroll touch and mouse for gallery should be included.
Smooth hide/unhide for 'read more', add fields, show extra options, etc.
Nice and smooth scroll to top included.
All hovers and clicks should be eased in nicely.
Routines for filtering portfolio items smoothly (show/not show, animated nicely, fade in/out, etc).
All should be well documented, should work on all major browsers, also some older ones, with fall back routines for specific CSS3 parts (like rounded corners). Dummy website available to test-drive.

Validation, error checking should all be done and well

Examples of the design are attached, only 2 screensizes of the 6, this is one of the 'complicated' designs.
