Any honest link builders out there? Need 10 PR3+ links

Although I have a large budget for link building ($1000+/month), I have struggled for a while to find good honest link builders. Therefore this intial small project (10 pr3+ links). If you deliver quality, there will be many more projects to bid for. What am I looking for: - Compile a list of target sites based on keywords I give you. - The list needs to be approved by me before you contact the sites. - Complete list of successful contacts/ unsuccessful contact/ contact details etc. What am I NOT looking for: No links on your network No directory submission packages No article submission packages. All links must be permanent one way static html links with the anchor text of our choosing. Link pages must be cached by Google within the last 30 days. No redirects, cgi, javascript, hidden links..simple static html links No links from Link Farms, FFAs, link networks, guest books, Blogs and Blogspots, forums, guestbooks, dynamic links, no banned sites by Google, or any other unethical linking methods. The linking page must have no more than 30 outbound links. One link per domain, all from different IP addresses. (English sites only) All links must be submitted manually Payment: - Once links have been tested and verified payment will be made. We reserve the right to reject links that we do not feel are appropriate. Quote: - please quote on project basis and/or hourly basis (+estimate of nr hours)
