Access Database for Shared Users for Data Entry

Current Problem:

Many users currently use a shared Excel spreadsheet to enter data (only one can edit at a time) and also have to spend valueable time entering the same information into a personal log (spreadsheet). Inexeperienced users can create a massive problem by accidentally deleting a row, column or table. Inconsistancy of formatting of data entered is also a current issue.

Solution:

I need a database than can be stored on a shared drive and users can enter data through a series of forms, generate a unique ID for each record with the format [AAABB112222333], and further enter data that will uniformly save into tables.

Details:

The database needs to be able to be used by multiple users simultaneously and be able to save data entered into a shared table and a personal log (spreadsheet/table only accessable to each unique user). Data entry by users should be done through forms so inexperienced users cannot accidentally damage the data in the saved tables. One of the biggest challanges of this project will be creating a unique ID for each record based on 3 data values entered by the user. For example, the user provides the following:

State: Colorado

County: Pueblo

Aquisition: Turner (09)

When the user clicks a [Generate ID] button, it will assign the record a unique ID such as COPUE090001 where,

CO - 2 character State code

PUE - 3 character County code

09 - 2 digit Aquisition Code

0001 - 4 digit (next in line) ID

With this generated ID, the user will be presented with the second form where they enter more details about the record. Once they are finished they click a [Submit] button and it saves the record in a shared table based on State/County, and a personal log (unique to each user).
