Android Photo tagging, SFTP, and image database application

Work for hire project. 4 phase project (see attachment for screen flow and tasklist and please submit total bids broken down by project phase). Application to monitor folder on android for photo downloads to Android phone/tablet, tag photos with information in EXIF data, upload to/download from SFTP server for remote image processing, and store in searchable database used to review photos. Last phase involves serial bluetooth communication with Arduino microcontroller. Please post questions for further clarification. Continuation of project dependent on completing milestones for each phase. Possibility to transition into hourly project for likely subsequent updates after initial alpha software completed if satisfactory job performed. Ok to include open source code as long as Apache license available. GPL not acceptable as this is intended to be a commercial product. Please indicate relevant experience in specific task areas as indicated by prior projects. Full working app expected at completion of each phase, with documented source code provided.
