change the send message by "SMS API" to Android and I-Phones with "TCP/IP"

Hello Friends, I have a task in which you need to change the send message service from SMS to TCP/IP. Let me explain you in more detail. We have a application for android and i-phones and also the database is connected with our php server. in this application user need to download the android and i-phone app and use it to record their time when they are staying under the parking area. when they just park their car in parking then they start the button and the time get recorded in our server database and when they have to move from the parking area then they need to stop. in this time ,some message are send to the user as like your time starts now and your time stops now etc etc. these messages are now sending through the SMS API from 3rd party ..but now they are charging alot and we need to change the way of sending the SMS .So,instead of the SMS we wish to send that messages through TCP/IP means through internet. only you need to change it through TCP/IP.
