Android and Serial Port integration

I need a boilerplate application that: 1. Communicates via USB OTG with an Arduino (or similar device with FTDI-based Serial Port chip) 2. Receives data in CSV format: key1,value1 key2,value2 3. Aggregates values in some kind of persistent table 4. Displays the received data in a Master /Detail view (Master lists all key names, Detail shows the last value received, and the aggregation). 5. Listens for an inbound HTTP Request, and responds via text/plain consisting of a CSV of the stored keys and aggregated values key1,aggregation1 key2,aggregation2 6. Both - data collection via the Serial Port and Listening to inbound HTTP requests should work also when the application is closed. So they should be services 7. If possible it should also work on Android 4.4. 8. I need it as a buildable Android project, that i can build myself and continue with adding the further details to the application on my own I've developed some simple Android applications in the past, but this projects spans through too many stuff i haven't touched yet, and i would prefer not starting from a scratch but rather from some working prototype
