Develop a mobile app , that helps to search services , login clients and follow the services in real time in a map

We need two mobile apps that help signed up users to login (one app for the client and the other for the service provider) ,the client app needs to see people that has the service app (a service provider user) in a map on real time . The user can select the service provider user depending on his score .Once selected the service provider accepts to give the service in a time defined by the user. Later ,the app should show in real time where the service provider is in a map. When finish the time the user has to score the provider . Also the users could have favourites a principal menu and history of selected providers. The following requirements apply: -login (users, service provider) -sign up (users, service provider) -see the near service providers in a map on real time -select a service provider -see the detail of the service provider -Show in real time where the service provider is in map , and the time spent -Rank the service provider -principal menu (history , favourites) The applications should use GPS and saving data in the phone like favourites or history ,so we are in the process in decide if should be hybrid or not, hybrid like Ionic with google maps. If the apps should not be hybrids we can have that the apps could be developed for Android. Probably the project will need rest responses so some mocks could work. We speak spanish so if the dev knows it will be great. Also, we want to keep on with the support of the app with the dev chosen .Additionally, we suggest week meetings to check word to follow and agile methodology .We can provide the wireframes but any suggestion and help could be added. It will be good to have wireframes for the begin if possible.
