Must be both an MS Access DB/Forms expert and PHP/MySQL wizard.
You will be taking a large Access database with all its functions, frontend forms and reports and converting it into a fully functional web application that runs using PHP/MySQL. Will need to have both the frontend and backend for admin and login to view and enter report data. Backend admin area to add additional field or tables and rename past ones or disable field not being used.
This must include all the feature of the access system and work as a web application with strong security.
Will proved sample access system to which to recreate a mockup system.
A lot of the work can be accomplished using automated applications like Access to MySQL/PHP like DB Convert, Script Case.
System must also look stunning after the working prototype. I can help lead the frontend design, but you must have a since for modern Web 2.0 apps that look corporate in nature. Not just some field in a white web page, this thing needs to look stunning on top of replicating all the feature of the current Access system.
Need the ability to be reused at multiple site, should be easy as just coping code and mysql db and bringing up another system. Need the ability to sync data to a second server/system every hour that could be used immediately if the first server goes down.
Will store large amount of data and will need to have the DB optimized and setup MySQL using full ACID (as much as MySQL really lets you and PHP can handle the rest for like transaction support and locking records and data continuity).
I will work as the PM on this task and can help as needed with testing, feedback from client and frontend "look and feel".

Time frame / Payments will be in 4 milestones.
Milestone 1 - replicated access to mysql with simple working frontend interface with some nice design of data presentation.
Milestone 2 - working input and output of data from the frontend php web interface to the mysql db to test functionality of the system and ensure it replicates the access system
Milestone 3 - full reporting capabilities and cross site backups with another running system to be used if the first one goes down.
Milestone 4 - full features in the admin backend to add additional field, rename fields and interfaces, and disable field and interfaces. Ability to create dull backup images from admin and setup permission levels. Frontend must "look and feel" like a corporate application and be web 2.0 like in its final form. SQL db and php code optimized for speed of use, stability, reliability and as much as truly possible full ACID compliance.
Budget: $500-$1500 per Milestone Completion.
Payment of 50% up front and 50% at the completion of each milestone level. (Example: Milestone 1: $1000, so initial payment of $500 and $500 at approval of Milestone 1 and the same for each additional Milestones).
Timeframe: 30 days per each milestone max with a 4 months or less cutoff.
Bonus of $250 for each milestone completed in 15days or less!
