CAN YOU CREATE A PHP SITE TEMPLATE SIMILAR TO CMS

I am a web designer. I need a good PHP developer that can create a website template that will have 1- Language translation api like WordPress or Joomla so the site can have multiple languages easily. 1 set of PHP, HTML, CSS, MySQL files can be used for 6 different languages. 2- Four different types of users: a- Free Public, can browse users, but can only see 1 photo of a user and can see basic info about the user. b- Free Non-Paid but Basic Registered Member (can't upload anything), can browse users, but can only see 1 photo of a user, can not see the other photos of user and can see basic info about the user, can NOT add other users as favorite. c- Paid Full Registered Member (can upload more detailed profile and photos and YouTube videos can be embedded), can see all photos of the user, can NOT add other users as favorite. d- Free Non-Paid but Basic Registered Member (can't upload anything) (nearly the same as c-), but its registration not automatically, the registration involves site admin's manually approving. If he is approved he can browse all user profiles, can see all photos of the user, and can add the user to his favorite list. 3-User can be searched as basic search and advanced search modules. 4-Paid members= User first do basic registration, he gets system's confirmation email, he clicks on the confirmation link comes back to site and logs in, he sees 2 option: either browse the site or pay through paypal for 1 year subscription so he can upload photos and create a profile, if he selects this one clicks pay and pay on paypal and on landing page comes to full registration form, on this form he fills some details about himself and uploads up to 6 photos and can embed YouTube videos then he is registered. All these registrations will be informed to site admin by automatically send emails. This full registration form page is fully AJAX and when upload multiple photos user can see the uploading progress bars and when embed youtube videos can see the video box preview or thumbnail then clicks UPLOAD ALL or SEND REGISTRATION FORM button. (Photos will be automatically resized on the way to server so uploaded to server as lets say JPG width max =800pixel and the height=variable according to the proportion of the image, and its 200x150 JPG small thumbnail size. So the photo will have 2 versions uploaded onto server. It should have a nice clean and clear admin panel. All HTML layout files will be supplied by me. You just have to make the PHP and MySQL work within the layouts and create a template so all languages can use the same template by clicking on a language selector on top of the site on any page. You can either use Core PHP or use WordPress, as long as will look exactly the HTMLs I ll send to you, and admin buttons links and options will be exactly the same as I ll let you know, and as long as SEO friendly, and if WordPress is used cleaned all the unnecessary files got ridden off.
