Configure Win IIS permissions

I have an application installed on an IIS server that also includes a SQL database. I need some configuration done. For example, when I try to make a change I receive the following error: An error was encountered while completing this operation. Access to the path "D:\Webspace\resadmin\threshold\[login to view URL]\www\TLM4.0\[login to view URL]" is denied. This normally happens when the ASP.net worker process account does not have permissions to write to the above folder. Please notify your system administrator so that appropriate action can be taken. I also want to apply the most recent update to this app. There is an [login to view URL], which should be fairly simple. I am looking for an IIS EXPERT with proven RAC ratings. Count on 1 hour of time for your bid and give an hourly rate in case we find other stuff to do.
