Control Panel that interfaces to webservice via SOAP

I am need of a control panel (should run on a webpage) that interfaces to a webservice via SOAP. The interface needs to allow me to log in select which method I would like to use allow me to fill out all of the required data via the form and then submit this to the webservice. After the data has been sent it has to query that database 15 minutes later to ensure that the data was accepted.
Basically I need to be able to create, update and delete a subscriber and query the database. I have attached a work flow chart to illustrate the process flow. I will be able to supply you with an API integration guide that will give you all the details that you need to complete the project.
I need this to be done AS SOON AS POSSIBLE.
Payment: 50% Escrow at the beginning of the project. Release after a workable demo. Rest will be paid at the end of the project free of bugs. Bonus will be paid based on: open and fluid communication, professionalism, promptness, and of course quality. If I am happy, I’d pay good bonuses, but this is at my own discretion.
You will have to report daily progress. Failing to do so, would bring down the project and you won’t get paid. (sorry for this guys, I have had a bad experience in the past).

Depending on the answer to the question posted on the project clarification board we can develop this solution based on Java and/or Flex. You have to provide the webspace for a jsp page.
