Certainty rule base system for text retrival

Text retrivial application. (almost like a search engine). User times in a query and the program lists 3 articles which are the best suited to it. The database consists of 10 articles in text format. I need a search engine that takes asks the user to type a query / what the user is looking for and then the program will use the query typed in (string) typed, and based on certern rules will display related articles in order. It had a database that consists of 10 word documents that can be read as text files and there I DO NOT require a database program. Objective is to 1) Make a rule based system for text retrival 2) Use/understand certainty rules 3) Rulebase optimization Open to different price offers. Database attached and a engine which shows articles depending on a weighted method. I need an engine/application that displays relevant articles based on rules.
