DirectX Tranform Filter for Simulation Motion on a bitmap

I'm looking for a programmer that can write a DirectX Tranform Filter (using the DirectX Media 6.0 SDK, and not the DirectX SDK), which transforms the input bitmap in such a way that it appears that the bitmap is being zoomed-into, or zoomed-out. This involves realtime rescaling of the bitmap at about 25fps ideally, minimally 10fps of an input file that is 800x600 in dimension. You should be able to rescale an ARGB bitmap with dimensions less than to 320x240 dimensions at a minimum of 15fps, and with a constant rescale speed on each rescale (i.e, no processing spikes, which would cause the output to be jerky). The motion source and destination recangles can be chosen abritarily - so you should be able to calculate for each frame by exactly how much it would change relative to the previous frame to create a smooth motion effect on the output video. The motion is not limited to zoom, but also involves some pan on the image.
