Connecting php joomla to read content from a .csv file

Kindly check: [login to view URL] ..... when you click rates from one country to another, fields of certain information shows on the front end and same when you click to view it under which currency. I have the joomla website in place and developed and used a custom module inside to add a static php connected to a file that works fine , but does not read its information from a .csv file and its static and not dynamic. I want something that works on the front end like provided in link above exactly on my site and provided the .csv file i want it to read all its information from and display it on the front end accordingly. This has to be done in a way, when i update the .csv file in same format and fields, it is easy to do so if i replace the .csv and in the front end it will read from that update .csv file. That being done and said, i want also the same display way to reading rates as in their front page here: [login to view URL] All that to be working inside my joomla website / template in place and designed already. Note: Find attached the .csv file that the information would be read from and connected
