Cell Phone tracking software

I am a small cell phone wholesale distribution company. I am looking for a software developer preferably in Michigan that I could meet with personally to discuss our needs. I need a Windows based software solution for the following:

Tracking cell phone inventory by ESN/IMEI number (ESN number is the unique code on the back of a cell phone. The phone equivilent to an MEID.

Ability to convert ESN number between hex/dec easily (cellphones use a different alogorythm than standard conversion) I beleive I have a simple conversion code written in java script.

Ability to match smaller lists of ESN numbers to larger master lists.

Ability to store specific information about specific phones based on ESN number. Currently we store this information in EXCEL spreadsheets. Information about phones is in the form of models numbers, and other specific codes including unlock codes for each phone.

There may be a couple other minor things that we can discuss, all related to scanning and tracking of cell phones based on ESN numbers.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
