I work for an advertising agency outside of Chicago, IL and we are looking into suggesting an RSS news-ticker for one of our clients. The client is a local Chicago news publication. They don't have an enormous budget, but we are trying to find a company or an individual who could create a ticker for them which could be downloaded by users and which would display up-to-date news (similar to a CNN or stock market ticker). The design doesn't need to be ground-breaking, just a simple and clean look with the company's logo will suffice. If other features such as an option to click and open a streaming video are not too complicated, this might be an option to propose as well. If this something that you or your company are capable of tackling, please e-mail me with a vague figure of what this might cost so I can determine if this is even feasible. ## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
Needs to be Mac and Windows compatible. Needs to be usable in all internet browsers.
