Bespoke Social Media Website - repost

I want a website made for a new social media idea I have.. the idea is confidential but it will involve an asking question system like [login to view URL], however with a slight twist.. there will be no anonymous side to it. The website will have a unique side to it which I will explain to the winning bidder in full detail. Users will ask other users questions and the public and create an account and have their own page where people can ask them questions, Users will be able to rank peoples questions to other users by giving them a thumbs up or a thumbs down which will decrease their rank.. by giving a thumbs up it will lift the position of the question on the users public timeline.. the user will then have to answer the top five ranked questions that have been thumbed up by users on his page every day. So in basic terms... users will ask each other questions, after signing up and creating their profile/accounts, and then they will be able to rate each others questions.. the top 5 questions will be answered by the user depending on the timescale they select for answering questions (min) 24h, 2 days, 3 days, 5 days, 7 days (max). The questions answered will be public and MUST be answered or the user will be given a negative infraction of some sort for not answering the question. If the user answers the question and the response gets a more thumbs up than thumbs down they will get positive reputation points (depending on the number of thumbs up they receive). There will be a global points system and each user will be ranked worldwide depending on their points received from answering/asking questions (points will be received from thumbs up received from other users on questions/answers the user asks or answers. The website will have an interactive timeline showing the popular questions/answers being asked or answered by users with lots of thumbs up on the question/answers. Users will be able to follow other users or join their 'circles', this will be discussed with the winning freelancer in detail. The following system will follow the same system Twitter has. Also celebrity/VIP members will have 'Verified' or 'Certified' badges like on twitter that must be verified like how Twitter has. ===> Therefore the winning freelancer must be able to code everything above described and everything we require for this website. Payment will not be made untill the website is 100% completed to our satisfaction, both coding and design wise. The winning freelancer will have to design a BESPOKE website from scratch, and make it modern like other social media websites EG: Twitter - Very modern and cartoony is welcome, but it must be inviting and social like Twitter. All design must be included, full website design, logo design, banner design etc. Also the website will need to be coded and designed to our exact specification and must function how we want it to. This is a brief description of what we want, as the initial idea is confidential and will only be discussed with the winning freelancer. Remember this is a brief description, the task will be a lot bigger than this/contain a lot more detail than described above.
