Bootstrap template css and html to woocommerce and wordpress conversion -- 2

Im looking for a coder whos wordpress and woocommerce well to make a site based on the complete set of files attached. The site must be able to turn cart and eCommerce features on and off. Meaning the when catalogue mode in engaged the add to cart or any other eCommerce features stop working and are removed from the design. Checkouts will be stripe and paypal, other modules will be also required like Yoast SEO and smushit picture optimizer, im looking for a sight that gets a good score in google page insights. We have a good nginx configuration to help this but for easy coding and testing we will work on apache only. For product description there must be boxes available in back end to fill data. Description Features and more information for example. on the front end the other 2 will scroll down when clicked. On the product page the images will have zoom and pop out when clicked to full page with the ability to select another image similar to amazon. The bid is only to make the site within the supplied files, with cart switchable on and off including front end ecommerce features and ability to add description and images with front end images showing with zoom and pop out. Any bug fixing and adding of other modules after this first phase will be done after.
