Build a Website

Build a website where users can upload their photos. Features to include: User accounts of different levels, each level gaining different functionality. Screens for creating folders (ie. galleries) and uploading photos into the galleries. Drag-and-drop functionality for uploading photos. Ability to add passwords to galleries. Ability for users to mark specific photos as "favourites", then be able to browse their favourites. Ability to make a selection from the favourites list in order to purchase prints. This process will include screens for choosing the print products, quantities, etc. This will include making an online payment for the purchase. For launch, administering the list of available products and their pricing can be maintained as a PHP file by me. For the right candidate there will be ongoing work to continually improve the site. Screens for users to see what purchases they have made. Special account for a print lab to review orders and flag them as started, then posted. Special account for me to review orders. I will need to make payment to the photo lab for their service and the user for supplying the photo. My admin screens will need to break down every order into these values. I need to be able to flag each component as paid, etc. Initial user base will be small but you should write with a view toward scalability. I have suggested PHP/MySQL because I will be able to contribute in these technologies. An outstanding application will explain to me what the best technology choices are, and why. But I'm a fan of agile and doing what's required to get the job done now. Scalability can be deferred if needed. Security of data is important. Original images should not be accessible on website and all accessible versions should be watermarked. There also needs to be an online payment process to purchase higher levels of user accounts. Also, there will be several articles (help, conditions, etc) on the site. Sydney-based developer favoured. I am putting a broad budget. I want you to explain what you will deliver and in which stages. Also ask me anything else you need in order to come up with your proposed price. Communication skills essential. If you can arrange staging of development, UAT and production sites, even better. I do not want a turn-key solution from some CMS!! Do not propose it. I want custom code that gives greatest flexibility to tweak every aspect of the site's design. I will have definite preferences for usability, functionality, navigation and design. Excellent English is mandatory.
