We wish to develop web based global citizens observations information system to monitor and record presence of plants, animals and other living forms. It should record What (scientific names, common names, vernacular names), When (date, month, year, hh:mm:sec optional), Where (place, village, city/district, state/province, country, river, ocean, lake, latitude, longitude, depth, altitude), Whome (name, affiliation, address, contact details including postal address, phone, email etc.), How (how observation has made). Ability to upload multiple proofs (photograph, audio, video) for each observation or single proof for multiple observations together with copyright and owner, creator information. Ability to upload single or multiple observations (CSV, XML, EXCEL and other export formats). Each contributor will have unique login and password. Ability for scientific authentication and validation. In case of 'What' aspect of record contributor can drop observation on GoogleMaps to obstain precise latitude longitude or draw ploygon to mark the area of observation. Application will have ability to create user/contributor accounts, and also validator or expert accounts for validation and authentication as well scientific enhancement of contributed records. For big institute, or reserach groups there could be managerial accounts that can create further contributor accounts. Initailly to be developed in English - this information system should be scalable and deployable in other langauges also. Database should be capable of holding billions of records. Entire application should be deployable on distributed locations as well at later date. For user side keyword and wildcat search features, as well visual representation of records on googlemaps and also browsable albums for contributed records as per country, oceans, groups of plants, animals etc. There should also be a statistics containing nos of contributors, nos of records, best contributor etc. Entire application development should be completed in one month, and post deployment support should be available. Soucre code should be open source and google code site should be created with appropriate documentation.
