Customize TPLancer module for Joomla

I need TPLancer customized a few things:
1. When a user registers, he/she is allowed to be a freelancer AND a buyer
2. When customer logs in he/she will see a different module (header module) So when user is not registered they will see "sign up now for free". Once the user is logged in they will see a different header that says "post project" etc.
3. Allow the SELLER or POSTER to be able to release %50 or 75% of funds
4. Have a dispute section just like GetAFreelancer
Everything on my site is 80% complete design and all components installed all I need is for you to finish up customizing a module.
Things that I need to know how to do (TPLancer allows you to do this but I'm not sure how to so I'd like an explanation of how its done. (no programming involved just let me know)
1. Allow the user to RATE the customer once the escrow payment is complete.
2. TPLancers (I after a project was posted by a buyer, an automatic notification email would be sent out to all freelancers that they checked during they're registration, if not I need that implemented.
