compare phone plans (PHP/JSP/ASP?)

Hi,

I am looking for highly experienced coders (also with Maths/Statistics-background) for an online tool which helps comparing mobile phone plans.

This tool will read phone bills, compare with existing phone plans and tell the user which plan would be the best/cheapest for him/her.

We can either extract the recent phone bill data from the phone operators webpage and/or parse PDF/CSV/Excel-files which lists all recent phone calls/connections.

Phone plans (different operators) will be added manually of course.

I attached some screenshots which show how the user backend looks for an Orange-client. As you can see, there are lists of calls with time/date/price etc.

The question is how to best extract these informations.

I am open for ideas/suggestions, even open about the coding-language. Personally I think I would prefer PHP or Java servlets, but I am not sure which is the best way to go and which does perform fastest for such an application.

Which language is best when it's about processing PDF or Excel or CSV files? Which language is faster and/or allows to extend the existing tool? Even ASP could be discussed, but actually I prefer something running on Unix(e.g. FreeBSD) or Linux.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
