create an autosubmit script

I am looking for a programmer to put together a simple script to autosubmit leads to a getresponse form.
I have a list that I want to load into getresponse automatically without going to the manual import process they have.
The script should do the following:
1. When a page loads the script reads from a database of leads (or a simple csv file)
2. The script gets the lead and autosubmit it into a getresponse form (which I can provide, or you can test on your end)
My goal is to run cpv traffic so that the IP address of the refer is different for every lead that is loaded onto getresponse
the script should be loaded (eventually when it is all done, on my server)
So, in other words, I want to be able to run a simple paid campaign with a page that has an optin form and when the page loads the script gets a lead from the database and it submits it to the form automatically.
Only one lead should be loaded per ip address, i.e. one lead is loaded per visitor
This is a very simple script that can be put together and tested in a matter of 1 / 2 hours (or less) for somebody that knows what he is doing
