Android App + Web App Needed

What I will do is basically login to my website, upload CSV of xxx,xxx cell numbers and enter my sms content and put it into the queue. On my android phones (up to 10) I will login to the app which will then start retrieving the sms data from the server and then relaying them through the phones sms abilities. Each phone should send approx 55 per minute and all 10 phones should be working together to send 55 x 10 per minute.

On the web server I should be able to view the current queue size and estimated time to completion. The server should ensure that the sms data is delivered to all phones evenly and not too fast to where it overloads the phone, so for example send 100 sms to each phone in a rotation so that by the time the phone sends 100sms it gets another chunk of 100 so that it continues to send 24/7.
