Automate User Creation in OpenVPN

Hello Freelancers,

I have OpenVPN installed on a dedicated server. The dedicated server is Windows 2008 and OpenVPN runs as a virtual hard disk via Hyper-V; typical configuration for Windows. I understand the OpenVPN OS is Linux.

I am looking to automate the user creation process. Here's how I see it working:

1. Client signs up for service and makes payment through Paypal.

2. Paypal calls a php script to confirm payment has been made and by who (I have this script already).

3. Username & Password is then created on the OpenVPN server

4. Client is emailed to confirm the account has been created - this can be done via the php script that I have already.

Number 3 is the section I need your help on - I would like it if a connection could be made to the openvpn server using the same php script - I know this can be done because our competitors have it already.
