The first thing that came to mind was openvpn setup. A customized client can be created and an opensource user management system can be integrated into it to allow tracking and management.

I know I'm new here, but to prove I'm serious I'm not asking for a milestone so you can pay me when the job is done, no risk on your side ! I can set up your VPN (openvpn) on VPS/Dedicated servers, using a MySQL database to manage accounts/expiration dates, and create you a small web interface to manage that easily. 4 days, can be more / less depending on how many servers you need. I've done it before, this kind of job is no problem for me.

Hi, I've done this for a few customers of mine this year. I would recommend Open VPN as the VPN server as it allows easy management and can be run on any port to stop it being blocked by certain ISP's. The OS I would use would be either Ubuntu or CentOS as thats what I've always used but im sure I could use any distro if you have a preference. If your wanting to use microsoft's dial up VPN client then OpenVPN is not the one to use but there are other options availiable. Hosting is availiable as an extra if required but not included in the price quoted. Thank you. Neil
