Contacts Reader for callerID cloud database

Hi I need to add the following activities to an existing App. I need to read all contacts from the users device and upload that list to a remote web database (http post to a php page). This info is to be used as a caller ID system. When a user receives an incoming call I would like the activity to query the web-based database and return information about the incoming caller. The upload is to be done on a background thread without need for a UI. And of course an incoming call would have to launch the activity to query and return the callers info, if it exists. The UI for the returned data is to display callers full name, mobile phone number, email address, physical address. Other contact info may be also utilized so all contacts contact info should captured and uploaded to remote database. This is a caller ID activity to be incorporated into an existing cloud-based contacts directory system. I will also need the php script that receives the (json) data to be written to the database. Must work on Android 2.1-update1.
