Hi Daniel, This can be made in two ways: A> Offline process: You can make documentation while giving the name with UTILITY bills as their current address because passport , driving license may be old and they may change the address. They have to use telephone , kitchen gas bills, electricity etc wherever they escape. This is your terms and policy related guideline B> Online process: Make a social networking site in different names for those who are really annoyed for repeated follow up for their due payments. They will surely register on that and will talk about their pain and way to solve this. While registering keep a validation such that they put proper address and email verification. Good afternoon! You might be able to find those people on social networks but you'll very rarely find their address there or anywhere else. However, what if you trick them into telling it to you? For example, if you know their SMS number, you could try messaging them that they won a contest and that they have to claim something by entering their full address. Or you could contact their kids, somehow... If you want to build something on that idea, let me know.

Good afternoon, Daniel. Project is really interesting for me. It sound a bit "Guy Ritchie" for me, you know, guys collecting depts in London.. I have some experience of this kind of application development, but for another area. For UK it can be more or less successful, need to make some research to get better idea, but one thing I've got from the past project is that at last in our days it's still experimental, so if you have 100 "targets", application can help you to trace 1 or 2 or 50+, or no one at all. So, if each owns ~$5000 of your money, it's a good investment, if you'll get back $10,000 from 2, by owning this software for $5000. If they have debts around $50-100, then you need to catch 100s of them to get back your invested money, and it'll cost you some time.
