I have over 7 years experience in PHP and MySQL databases and I've implemented SOLR Search for a hosting company where they needed the database to be constantly indexed on a remote server and built php script to query the server for fast searches. They had the same problem: huge database with over 100 tables and over 500k entries in the tables. I can start on this today and I estimate a 2 weeks delivery time based on what info you provided.
